No, the badges have never carried over from one FA to the next.

Oh yes - some items did carry over, lol, but they were half a Potion or Witch's Hat, back in the day when these badges were 1 specific spell, plus 100 of a good. One other time there was a partial inventory carryover, but that was unintentional and corrected for the next FA.
