I think it's random. There was one in the email I used for an account on the UK server...the city was deleted a long time ago but the account is still there. I got a laugh out of that.

Yes I also got the KP's + a guest's race goods bonus.

They also send out an email at the beginning of each month-long event that gives you 100 of the stuff you use to open the chests.

Just remember that if you have multiple cities on the account the email address is tied to, you only get the goodies in one city, and it will be the city you were last logged into.
