I can verify this happening.

Windows 7 Pro 6.1.7601 Service Pack 1 Build 7601
Firefox Quantum 67.0.2 (64-bit)
Flash - ActiveX version 32.0.0.207

Vergazi on Ceravyn

Repeatedly moused over the icon and the tool-tip window remains abnormal.
