Got Manama Jules from the tournaments, but missing the last piece for the 10 upgrade. What options do I have?

Looks like you're in a large enough fellowship. The FA after the next event (Whispers of the Soul, running from October 24th till November 10th) might give you the last one, but there have been 3 events and (till now) only two stages offering artifacts, so it's still a surprise which will be available. Another option is to wait till you can win it in the spire, but that may take a while (a year or more).

They could be offering a sorcery with each of the three artifacts.

The Mama Juul's Fusion Feast event ran in May, and the June FA gave a Juul's Traveling Kitchen artifact as a reward, so it is highly unlikely it will appear again in the next FA. The three events that could be covered by the next FA are Autumn Zodiac (Tinlug), Gateway into the Past (Solunar Nexus), and Whispers of the Soul (Soul Lab).
Unfortunately there currently isn't any way to get that last artifact, but it should get its turn in the Spire in about 9 months, and then in the MA 6 weeks after its spire run.

You're right, it was that long ago. Sometimes I just lose track of the events....
