  • 2/5 = happens randomly
  • 3/5 = happens sometimes
  • 4/5 = happens often, but not always
  • 5/5 = happens always
It has only happened this one time so far. Go look at my city, you will see 3 upgrades in progress.

I have checked your account and confirmed that you only have 2 builders. Can you take a screenshot of your builders hut?
