Just how many times will Inno be decreasing culture in one city?

My husband lost a pile of culture yesterday, and now he's just lost another 30k this evening! This is ridiculous!

Does anybody know the answer? He has no idea why this happened (twice!) - he has no AWs that give culture, only 3 armories, and his city gets it's culture from culture and event and roads. I can't help him or anyone else if Inno will not provide answers. I am not (and never will be) on Discord.

I feel bad for the volunteers, but Inno caused this. I wonder how many volunteers have quit as a result.
