I have the Council Hall at level 4, and maxed out the others. I seem 'stuck' and can"t figure a way forward.

What tech are you on?
What do you mean "stuck"? can't get enough ____ to complete ____ ?
What quest are you on? (they guide you)

Do you have the vault of wisdom built? The goods you make in the other buildings must be transformed into tech resource goods there.

It's ok, they just p!ss me off with how slow they make me go. 25 in a 40!
Portal goods are maxed out, but I can't use them, filling techs!
