Merging Fellowships

I haven't read anything on this yet but can fellowships merge together if you cannot recruit players to your fellowship if not, this might be a good idea to consider.

If you can't recruit players, why would anybody want to merge with you??

I should have did an IE ...if two player only have themselves and one other player for least say weeks or months CAN these two players merge their fellowship into one fellowship, sounds like you didn't know the answer to my question but that's OK.
