My Town Citizens Have Vanished!

I have a low amount of Culture Buildings but I have enough to get to 170% with my Fellowship polishing the 4 culture buildings that I have in my town. Recently I noticed that all my Citizens are no longer walking on the roads? At first I thought it was a bug but I went on my other cities that I built and the Citizens were walking there and those cities had much less Culture than my main city?!?! Any ideas what the problem is?

I have went ot everyone of my cities and there are no one walking any of my streets it looks like a ghost town lol well that or everyone decided to stay indoors oh well i guess it is what it is
