Closed | Archived Neighbors have gone dark

I am trying to lend a hand to my neighbor(s). When I click on their city it is completely dark. Their name and the hands to click appear but there is no city. The map also appears, allowing me to click the neighbors and territories, only my neighbors are not showing a complete picture to lend a helping hand.
I have cleared browser and refreshed, I may be missing another step
