If the new member has the new tech tree then they need to research tourney in chapter 4 before they can participate in tourney. If they have researched this tech or are on the old tech tree then they can try logout and login again - that sometimes resolve this issue.

If they DO have tourney access already though, they need to join before tourney starts for their contributions to count towards group progress. Otherwise, they partake in tourney as an individual and only get individual rewards. Sometimes there's a bug where they did join in time, but it still looks locked. In those cases, usually a refresh or login/logout will fix it. (Same with Spire)
