New Neighborly Tab

I use a PC to play I have the new Neighborly Tab on my Provinces Overview but I have at least one member that does not have the new tab they only have Scoutable and Incomplete no Neighborly Tab is it because they use a phone? Thanks

Yeah, the change is only on browser so far. I believe it's coming to mobile, but I'm not positive,
