Si I'm in the Orcs & Goblins chapter and I was wondering: can I now sell my dwarven portal & fairy portal without regrets?

You can sell the Dwarven portal. There is an O&G story line quest (#7) to sell the Fairy Portal. You can sell it now if you would like and then decline the quest when it appears or wait and gain the coin and supplies for completing it.

No. The resources are not lost. You just will not be able to see them. I would suggest that you use anything that you have to upgrade roads.
