I have 5 complete sets in my Arendyll city and over the years, I replaced older set pieces as I gained new ones, rather than save them all, so I could have 12 or 13 complete sets, if I had kept everything. I have seen other people talk about having more than that too.
I had horrible luck in my Beta city and could only ever complete one set before they were pulled from the Spire.
