I know that rotating buildings is a dead horse by this time, however something that could be implemented in-game is something like what they have in Forge of Empires, restructuring/reconstruction. This feature allows buildings to be placed in temporary storage and then can be placed in different locations/configurations. This way we could reconfigure our cities without having to tear everything down and rebuilding.

Thoughts?

This was addressed in the 2nd post of the Ideas and Suggestions Forum Guide. You can find that post here: Ideas ruled out by the development team
The answer to your question is this portion of that post:
  • Storing Buildings - Players can utilize the Teleport Spell, available through the Spire, to gain the ability to store buildings. There will not be a feature outside of the spell to store buildings.
