I have seen this done, it is rather slick. It is difficult to rearrange things when you cant see your streets. An easy solution is a toggle which takes your city from its beautiful normal view where you can see all the city - to a PLAN view which allows you to see the streets and a square for each building (color coded,with a symbol for the type of building and its name and level when you hover over it). In plan view you can see every gap in your roads, and easily fix them. You can see every empty space you could not see before, and you can quickly rearrange so you maximize your city. You can do all building functions in either view.

Please consider it.

imagine a giant anvil dropping down from the sky and completely flattening your city straight down. This would give us a flat map showing the location of everything.
Yeah - we should do that. Maybe the Dwarves have a few spare giant anvils?

And tooltips for the road squares too please, but only in the plan view.

Folks are all over it in other forums as well.
