The quest "Research Advanced Scouts" just appeared in my queue (not declinable). I have completed this quest already (see picture attached).

There's a new advanced scouting technology at the beginning of every chapter. It reduces your scouting costs by 25%, but has no other effect.

Hi -

You will get this quest at the end of each chapter in order to have it available for when you complete the next chapters Advanced Scout research.

As such, this is not a bug. :)
