This is just an idea but I know Innogames Forge of Empires has a lot of quests and events and they seem to keep players active. I mean Forge of Empires has so many different servers and each server seems to have at least 40,000 players on it. Having more quests and events could be a way to get the players that are inactive on Elvenar servers active again and get new players so that neighbors would not be a problem.
