What determines how they cycle through? I am getting some for the silk pendants and I am min. 148 knowledge points away from even building the building to produce them? I know just decline and I do but why is it even put there for me to try to do ?

The developers have been staying mum about exactly what triggers the various quests.
For myself, I appreciate the quests that provide an extra incentive for doing something that I need to do in any case.
