I just got this story quest, and I have already scouted all the provinces 3 provinces distant. I tried scouting a province even further away, but this did not complete the quest. So now I'm stuck in the story progression. (There is no way to decline the quest that I can see.)

OK, it appears that loading the world map completed the quest. It's all good!
