Why is it that when you sell off a residence you only gain some benefits but receive -100 residents on your account

When you sell a residence, the elves who were living there move out of the city. I'm guessing you sold a lvl 7 residence, since those give 100 elves. The coins and supplies you used to build it are returned to you, and the culture points freed up to do something else. It's almost as if the building wasn't there.
