And you can have 223 provinces up to ring 11, what would be considered the "Goldilocks zone" for one that has Orcs?

My province count is at 230.
Woodelles requires 190 to enter somewhere here we have a disparity.
Whats the purpose of having Orcs accumulate if you can't use them to barter with?
