As a user, I found this incredibly confusing.

I solved 8 encounters and assumed i could buy 4 KP. I thought for sure this was a bug and it wasn't recognizing my KP purchases.

I think now this might actually be saying you have to do 12 encounters or 12 KP and you can't mix and match.

yep, is intentional from there part, you either have to buy all kp or solve all encounters, same is at scout x provinces or produce x spells, you cant combine them you must do either one.

I've been playing since the beginning of 2016 and if a quest is set up like this with two choices it is one or the other, no mixing allowed.

"Solve 12 Enc or Buy 12 KP"
"Scout a province or Produce 2 Power of Provsion Spells"
