Snow quests backing up after finishing quests

After doing all the quests from 24 relics through gaining 2000 marble, planks and steel the next quest is simple tools 15 times. In Areyndyl and Kelonnar (sic) both put me back to 24 relics. Haven't checked the other 3 worlds yet. What's u p with this?
