Does the Spheric Stub actually give 1470 in culture? And is it permanent after being placed in your world?

Assuming you are in Chapter 3 when you click the claim button, yes, that is the amount, and it is permanent unless you tear the building down.
If you are able to finish chapter 3 and complete the advanced scout tech in the start of chapter 4 before you claim it, that will go up to 1700.
