It's because they've just made the cauldron research mandatory. You have to go back to chapter 5 and complete that research.

I should say, that's the most likely cause. There could also be a glitch, but far less likely. Good luck to you!

(I had the same problem; I couldn't advance to the new chapter because I hadn't done the cauldron, which was optional before.)

I know ... I felt the same way when I wanted to advance into the next chapter on my other city ... I had nearly completed all the kp for the advanced scouts and was just about to go in to fill it and finally advance, and I couldn't. Frustrating, since I had waited weeks to collect my building from the event so that it would be from the higher chapter. I had to wait for steam golum longer.
