Is there a chart that shows how many points to expect from a player of any certian level? Like say you have a level 2 player how many providence's (points) should that player earn in the Tornament or how many for a level 5 and so on.

Not really because it all depends on how many completed provinces of each of the nine types they have. If someone is completing exactly how many are needed to unlock the next chapter each time, on average, a player will not have enough of each type to score 1600 points per week until early in chapter 5. If they are over-scouting some, they can get to that point sooner, but that is not recommended. For reference, 5 stars completed in the first 8 provinces is 1680 points and 4 stars in 10 provinces is 1560 points.
