Unleashed Unit Upgrade expired instantly

Decided to get some provinces cleared this week. Placed an Enlightened Light Range and then placed an Unleashed Unit Upgrade to help boost my effort. The Light Range is boosting my archers just fine but I couldn't see any boost to health on my units. When I click on my (newly placed) Unleashed Unit Upgrade it says the building's power has expired. I didn't think there'd be an issue placing two boosts at once because it also says the bonus can be stacked.

What the heck?
