Vallorian Valor?

One of my FS members got 2 Vallorian Valors well before they can unlock the mercenary camp and is asking if there is any way to access the units... I never had any unit producing event buildings so I don't know the answer. Anyone know if they are just shadow banking until she has a Camp or does the tab still pop up in battle?

LD, yes, the tabs pop up for battle. I won a Vallorian Valor and Orc Strategist in the March of the Herds event in one of my cities on another server, and that city is far from unlocking the Merc camp.
