When can a building be upgraded?

When you click on an upgrade button, and see research needed, it would be nice to see what chapter the upgrade is available in. That way you would know when to leave space around it for changing sizes, etc.

This information is somewhat already available. In the Upgrade tab, if the footprint dimensions are in red, then there will be a change in size in the next upgrade. If it's black, the upgrade will remain the same footprint. It doesn't give you specific chapter, but it tells you if there will be a change or not in the next immediate upgrade, which should be enough to let you prepare ahead of time and what the new dimensions are.

If the next upgrade isn't available, for say, 2 chapters or more away, then I don't need to worry about it, but if it's coming in the next chapter then I need to plan for the changes to my city.

Red shows if there is no current space around the building for the next upgrade, but if it is placed without buildings tight around it, it can show black even if the size changes. The colours relate to the space around it, but that is a helpful hint most times.

Yes, there is nothing more useless than hitting the research button and only being taken to your current spot in the research tree, rather than to the actual spot of the research.
