Yeah, just one level...Like the Evolving Building that is introduced during each new event. I've got 2 Phoenix in my inventory, but have never gotten anything to help evolve them. Also, a Mermaid at 8 and a Gingerbread at 8...Just seems like they could stop adding buildings, and help us evolve the ones that we already have
