An alternative -- don't upgrade the festival merchants you have that produce mana.
Craft new ones for seeds...
Just an idead.

I went Chapters 10 and 11 with only 4 UUU (and I rarely miss a recipe cycle). I'm hardly into Chapter 12 and I already have 10 from this chapter. It is very random. I had a ton of ELR in Chapters 10/11 though (like almost 30)
