Inactive cities

Makes no sense and would seem to be a long term hinderance to his FS, for he will never be able to support others as they grow past him.
If you want to be strong on tourney then keeping the city small is one strategy. A small city can score big with ease because the provinces are not that hard. The more chapters, expansions and training size go up the harder the battles get.

You do understand that a small city will be limited to the resources available, whether it be supplies or troops and by the number of provinces cleared. At some point the city will max out and be able to do no more without growing again. Now the player in question may have his city optimized but many many more are not organized and capable of being self supporting in the way that city is. Clearly that city is an exception and not the rule.

At some point when all the others members are in Chap12-14 his size would mean he would not be able to help them in trades for more than half the goods in the game(based on his only producing T1 and T2 goods).
