Since there's no event running, it's not really an issue currently, but it would be good to deal with the confusion around when chapters begin before the next event.
I've had two thoughts on this. The first is to simply move the advanced scouts to the end of the chapter previous, so the page break is cleaner. The second is much more complex, involving moving the scouts into a smaller "sub-chapter" with or without any other tech. There is usually a Squad size upgrade and City expansion at the end of chapters, followed almost immediately by the Scout advancement. Those three items could be lumped together into a "research breakthrough" block (perhaps including the "wonders") that serves as an intermission between chapters and represents a leap forward in technology that opens the next story.
Or just do the first one, and move scouts to the previous chapter. But please, for the sake of newish players entering the game, do something before the next event.
