I think it’s because if you leave the tab open but not active, the clocks go whacky and need to catch up. For example, if you make brews and check back after a few minutes, even though they are ready, when you check the clock in the workshop, it might show 3 mins left but count down 30s at a time instead of 1s, then exponentially speed up really fast until it is done. I imagine the little donkey’s clocks end up playing catch-up too when you return to a background tab. But agree, I have seen currency drops simultaneously pop up at the same time with two windows open all the time though.If you tab out of the active tab, or keep the app open on the background those popups might not come.

It would be strange to make it random and then give everyone the same result though, so my guess would be no.
I've been recording EC drops across several cities to see how much currency drops. On average a players who collects every 3-4 hours can expect 24-32 EC per day. The longer you go between collections the less you get.So after leaving the game over night, in one world without the stash outpost I got six, the world with the stash outpost I got four. My computer was turned off over night and I was away from the game seven hours so collecting six makes sense but the four... makes you wonder.

Not just initial opening each of your world. If you leave two windows open for awhile, you will see the notification appear on both screens at same time. I usually have my cities idling on second monitor. I see this happen a lot and my cities are in different markets. So either it’s same time for everyone or same time if you are in your city?don't think EC drops at the same time for everyone and even though you got notifications within minutes of opening each of your worlds doesn't mean drops are timed the same for everyone.

It's not staggered. The notifications are individualised. What's more, you'll be notified that provisions have dropped even if they haven't dropped NEW provisions. I just tested this out. You should check 7 accounts on sera, each of them get it at the same time.
It makes total sense that they stagger them on servers and worlds because having 1 action be done on 22 servers and 50 or so worlds would be a great way to crash them all.

Drops Capp @ 6, if u have 6 you won't get more but they
don't magically dissappear after Xhrs. Pretty sure its 2 per hour,
altho it might be 3.... so if you collect goods every 3 hrs.... then
test that.... Let drops Max, then when collecting a 3hr manu, also
collect your 6 drops.... after the next 3 hrs when u collect manu
again, then go check drops to see how many u got in 3 hrs.
My guess is you'll be capp'd @ 6 again.

Context matters here. You used the term staggered to mean staged/planned EC drops deliberately designed to occur consecutively across worlds - which is not happening according to my observations across multiple accounts and worlds. I received EC on one account at 6:46 am but did not receive EC in the other two worlds I was watching (one of which was the same account/dif world and the other was a dif account/same world). It was 45 minutes before one of those other cities received EC.And your own post said they are staggered, because you said they werent dropping at the same time on all worlds.
